This R&D project was carried out as part of the Joint Defra/Environment Agency (EA) R&D programme for Flood and Coastal Defence, under the theme of Risk Evaluation and Understanding Uncertainty. Defra and the EA identified a need for a framework that would be based on a robust risk-based approach, to assist practitioners in undertaking appropriate assessments of flood risk for new development and also enable improved decision-making, by improving transparency. Project FD2320 has developed such a framework by simplifying existing processes, guidance and tools and integrating these with the latest findings from research projects. This report (Technical Report 1) is intended as an introduction to the framework for those using it for the first time. It can also be used as an aid for regular users to determine which guidance and tools they need to refer to in a given circumstance. The framework, guidance and tools are provided in Technical Report 2.
